National Mission on Cultural Mapping (NMCM) & Mera Gaon Meri Dharohar (MGMD): Digitally Preserving India’s Living Heritage

(Source: PIB Editorial)

Topic: GS 1 (Indian Culture, Intangible Cultural Heritage, Folk & Tribal Arts) · GS 2 (Governance, Welfare Schemes, Digital Governance, Cultural Policy)

Why in news:

The Ministry of Culture informed Parliament that while the National Mission on Cultural Mapping (NMCM) and Mera Gaon Meri Dharohar (MGMD) have digitally documented cultural heritage across more than 6.23 lakh villages, the Mission currently provides neither financial assistance nor social security to artists and remains disconnected from tourism, education and livelihood initiatives.

Key Details

  • NMCM was launched in 2017 to digitally document India’s cultural heritage at the grassroots level.
  • Mera Gaon Meri Dharohar (MGMD) is the flagship village-level cultural mapping programme under NMCM.
  • More than 6.23 lakh villages have been culturally mapped against the target of around 6.5 lakh villages.
  • IGNCA implements the Mission in collaboration with Common Service Centres (CSCs).
  • The Parliamentary reply highlighted that the Mission is limited to documentation and does not provide welfare benefits or artist registration.

National Mission on Cultural Mapping (NMCM)

  • NMCM was launched by the Ministry of Culture in 2017 to create a comprehensive digital database of India’s cultural assets.
  • It is implemented by the Indira Gandhi National Centre for the Arts (IGNCA).
  • Common Service Centres (CSCs) assist in collecting cultural information from villages across the country.
  • The Mission aims to preserve India’s tangible and intangible cultural heritage through digital documentation.
  • It supports evidence-based cultural policy by creating a nationwide cultural repository.

Mera Gaon Meri Dharohar (MGMD)

  • MGMD is the village-level cultural mapping initiative under NMCM.
  • The portal documents local traditions, festivals, folk arts, crafts, cuisine, oral traditions, dress and heritage sites.
  • Cultural information is collected using the Culture Map of India mobile application by Village Level Entrepreneurs (VLEs).
  • The MGMD portal allows communities to update and contribute cultural information through a participatory approach.
  • The initiative has created India’s first comprehensive village-wise digital cultural database.

Significance of Cultural Mapping

  • Digital documentation helps preserve India’s rich intangible cultural heritage for future generations.
  • Village-level mapping promotes recognition of local traditions and indigenous knowledge systems.
  • The database can support academic research, cultural preservation and policy planning.
  • Community participation enhances the authenticity and accuracy of cultural records.
  • The initiative aligns with India’s constitutional commitment to preserve its composite cultural heritage.

Major Challenges

  • NMCM does not formally register artists or artisans documented under the Mission.
  • No financial assistance, insurance or social security benefits are provided through the programme.
  • The database is not integrated with tourism, education or skill development initiatives.
  • Category-wise and state-wise artist data are not maintained for targeted policy interventions.
  • Without institutional linkages, the database risks remaining only a documentation exercise rather than a tool for cultural development.

Need for Better Integration

  • Cultural mapping should be linked with welfare schemes for artists and artisans.
  • Integration with tourism can promote heritage villages, craft circuits and folk festivals.
  • Educational institutions can utilise the database to strengthen awareness of India’s cultural diversity.
  • Skill development programmes can support traditional artisans and preserve endangered art forms.
  • Digital cultural databases should become instruments for livelihood generation as well as heritage conservation.

Way Forward

  • Introduce a unique digital Artist ID linked to the NMCM database for easier access to welfare schemes.
  • Integrate MGMD with tourism, education and skill development platforms to generate sustainable livelihoods.
  • Develop category-wise and region-wise cultural databases for targeted policy support.
  • Enact a dedicated legal framework for safeguarding India’s Intangible Cultural Heritage.
  • Strengthen collaboration between the Ministries of Culture, Tourism, Education and Skill Development to transform cultural documentation into inclusive economic opportunity.

Conclusion

The National Mission on Cultural Mapping has laid the foundation for preserving India’s vast cultural diversity through one of the world’s largest village-level digital heritage databases. However, documentation alone cannot safeguard living traditions. Linking cultural mapping with welfare, tourism, education and livelihood opportunities will be essential to ensure that India’s artists and artisans become active beneficiaries of the heritage they continue to preserve.
